Brownfield Remediation and Economic Development (http://nycom.org/centerfiles/2003legislative.html)Voluntary Cleanup of Contaminated Property • Support legislation that establishes a comprehensive statutory program to provide private parties and municipalities with a process to clean up contaminated property. This legislation should expedite cleanups, reduce human health and environmental risks, reduce impediments to urban land reuse, provide consistency among cleanup programs, and encourage the use of private capital and economic incentives. This legislation should be available to responsible parties and volunteers; allow for the use of zoning and engineering controls and deed restrictions; eliminate the groundwater/drinking water standard; provide liability protection for innocent parties; encourage partnerships between the state, local governments and business and industry. |
