VCP function is part of Division of Environ-mental Remediation (along with other cleanup programs).  It is the only cleanup program headed by an official at less than the “bureau chief” level. 

*It is separ-ated from the Commissioner by 4 levels of management oversight.

 

 

*The VCP program (Voluntary Cleanup / Brownfields Division)  is part of the Envir-onmental Restoration & Redevel-opment Program within MDE's Waste Manage-ment Admini-stration.

*MDE is considering creating an additional position (similar to that of the Brownfields Coordinator in MA)

 

 

* Office of BF Revitalization created in the Governor’s office to coordinate and develop Cwlth’s BF strategy and play ombudsman role.

* Much of the oversight role has been privatized in Licensed Site Professionals, but DEP retains responsibility for auditing 20% of voluntary clean-ups.

*An entire division in MassDEP with more than 350 employees is devoted to waste site cleanup.  (This staffing level has not diminished despite the use of LSPs.)

*Critics claim that as many as 9% of audited LSP-managed sites are deficient; defen-ders assert that only ~1% of LSP sites have required additional cleanup measures.

*The use of LSPs has reportedly resulted in a 14-fold increase in VCP cleanups.

 

 

* Site Reclamation Program (and Compliance and Enforcement Section) within MDEQ’s Environmental Response Division.  This is one of 9 divisions that report to the MDEQ Director.

* Separate BF Redevelopment Board prioritizes environmentally contaminated state facilities.

 

* DEP Site Remediation Program administers the VCP and jointly administers the Haz. Discharge Site Remedia-tion Fund with NJEDA.

* Brownfields Coordinator reports directly to the Assistant Commissioner for Site Remediation.

* BF Redevelop-ment Task Force

*There are 3 Bureau Chiefs that are responsible for managing staff that oversee implementation of the VCP.

*A DEP-wide reorganization is underway (as of May 2002) and should be announced shortly.

*NJ also gives visibility to its VCP program through its participation in ASTSWMO and the new Smart Growth Council.

 

* The Manager of  the Land Recycling and Cleanup Division reports to a Bureau Director (for Land Recycling and Waste Mgmt.), but he has direct access to the Secre-tary and  the Dep-uty Secre-tary of Air, Recycling and Radia-tion Pro-tection.

*VCP is run by the Voluntary Cleanup and Standards section
