In response to your Freedom of Information Law request, enclosed please find a copy of O&D

Memo #94-32.

New York's Freedom of Information Law permits an agency to withhold from disclosure

documents which constitute inter-agency or intra-agency materials not falling within a small

number of exceptions defined by the statute (Public Officers Law 87(2)(g)).  The Voluntary

Cleanup Program Internal Procedures is a non-final agency document falling within the 87(2)(g)

exemption.

If you wish you may appeal the denial of access within thirty (30) days.  Please direct any appeal,
