Dear Mr. Kamlet:

The purpose of this response is to respond to the above Freedom of
Information ("FOIL") request and to provided you with the information as
discussed in our conversation of June 5, 2002.  In accordance with that
discussion, I have confirmed with the appropriate program staff that the
document sent out for public comment does set forth the programmatic
requirements for the Voluntary Cleanup Program as that program is being
administered by the Department. It is my understanding that based upon
that representation you will be sending me a letter withdrawing this
FOIL request.

I look forward to receiving your letter in this matter.  Thank you for
your interest in the Department's Voluntary Cleanup Program.
