The Brownfields Subcommittee (BFSC) grew out of the appointment of a Vestal, NY attorney, Ken Kamlet, to the Broome County Environmental Management Council (EMC) by County Executive Jeffrey Kraham. This appointment was approved by the County Legislature on July 20, 2000. Because of Ken's longstanding interest in brownfields, he proposed the formation of a Committee or Subcommittee within the EMC to promote the cleanup and redevelopment of the Binghamton area's numerous brownfield sites. The proposal was referred to the EMC's standing Natural Resources Committee (NRC), which approved it unanimously. At the next meeting of the EMC, unanimous approval was given to creating the BFSC as a subcommittee of the NRC. The new Brownfields Subcommittee held its first meeting on November 16, 2000. Ken Kamlet was elected to Chair the Subcommittee.
