2000-2001 Objectives and Action Plan (adopted 11/16/00)

 

Objectives:  (a) Develop a prioritized list of the top “brownfield” sites in Broome County with significant commercial or industrial redevelopment / revitalization potential; (b) Develop a methodology to aid local governments and economic development agencies in the identification, marketing and/or acquisition of developable properties, while flagging sites with significant liability potential; (c) Propose strategies—utilizing available resources and expertise--for aggressively promoting the redevelopment and reuse of high-value, low-hazard sites and the identification, characterization and cleanup of higher-hazard sites with significant redevelopment potential; and (d) Identify and pursue additional sources of Federal, State and local funding and expertise to allow Broome County and local governments to expand and accelerate their brownfields-related efforts and activities.

 

Tasks

 

1. Form Subcommittee.  Add members and guest experts to supply information, skills, and perspective, as needed.

 

2. Find student intern and/or grant-funded staffer to support the efforts of the Subcommittee—when and to the extent possible.

 

3. Adopt Site Ranking Criteria for use in identifying High-, Medium-, and Low-Priority sites.

 

4. Identify County-wide sources of available data concerning candidate sites.  Collect and tabulate such data.  Explore interest, as time and resources allow, in standardizing data collection procedures and in providing centralized, readily accessible data repositories.

 

5. Evaluate available site data and identify High- and Medium-Priority candidates for redevelopment and/or cleanup.

 

6. Confer with State, county, municipal, NYSEG, and Broome Chamber economic development officials for guidance on available site marketing tools and resources.  Confer with Department of Health (State and county) and environmental (DEC) officials on how best to structure a County brownfields program so as to maximize benefits and minimize red tape.

 

7. Prepare relevant New York State (and out-of-State) case studies on successful brownfield cleanup and redevelopment programs.

 

8. Identify and document (and assist the County in pursuing?) pertinent Federal and State brownfield grant and funding programs.

 

9. Provide periodic progress reports and a final report for governmental decisionmakers, prospective developers and the public.

 

10. Suggest criteria for gauging the success of the Project’s implementation phase.
